Even Vivaldi will add in the future a unique id to the browser in order to track what users do while on line, though it should have an option to deactivate it. This info is taken from Vivaldi dev blog.

I have the same issue, Extension: Bookmarks consumes too much of RAM.

It's been nearly a year and this problem has not been solved!

This add-on can help: https://addons.opera.com/vi/extensions/details/bookmarks-2. It has export and import feature for bookmark. Imported bookmarks will be put in Bookmark bar folder.

You can go to opera://settings/powerSettingsOverlay directly to access Power User mode.
