In Opera, goto the URL opera://about to see where Opera is installed. Then, close down Opera and delete the install directory.
Then, download the Opera installer, launch it, click "options", set "install path" to "C:\Program Files\Opera", set "install for" to "All users", adjust the other checkboxes and install.
If you do it that way, Opera should then be available in Default Programs in Windows.
