maybe this is CPU issue? some SSE2,SSE3 optimisation?
On my PIII 1Ghz and AMD Sempron 2800+ with Win XP SP3 now I can install only Opera Stable.
Last Developer working version was 21.0.1419.0 -

I have similar problem with Opera after version 21.0.1419.0
I can install: Opera Next 20.0.1387.59 ; Opera Stable 20.0.1387.82; Opera Developer 21.0.1419.0
When trying new version 21 error, only one strage from error raport in msvcrt.dll:
FileVer: 7.0:2600.5512
ProdVer: 6.1:8638.5512
but in my system i have msvscrt.dll with the same filever and prodver 7.0.2600.5512
