One interesting update to my previous comment. Opera Private Window behaves differently. It will set the timer to 4 ms while a page is loading, but once it completes loading the timer returns to 15.625 ms. I have not seen the same behavior with a regular window.

The problem still exists with Opera 26 and Chrome 39, but the behavior is slightly different. The timer is 4 ms if Opera is open to this webpage, or any other I have tried. But if I open a new tab with Speed Dial and it is the active tab the timer will be the default 15.625 ms. Switch back to a webpage and the timer is back to 4 ms.
If Opera is minimized then the timer is 15.625 ms regardless of which webpage was last active.
For what it's worth, Chrome's behavior is mostly the same, but with one key difference. While Speed Dial results in a 15.625 ms timer, Chrome's new tab page is the worst offender with a 1 ms timer.
