Hi. I mean horizontal "scroll bar". It is visible when you have many tabs open and ther are too much of them to be displayed so you need to circle between them with horizontal scroll bar that can be enabled in opera://flags.

So we are talking about the same thing. Horizontal scoll bar. I saw that it is missing and replaced in Opera One with scrollable-tab-strip so maybe this is how it is called now.
If yes than with the newest update it behavious incorrectly. It should be at the upper side of screen and when i have 100 tabs open and i closed one than this horizontal scroll should be in this same place at the sime place where was closed tab but instead if i closed at the far end of the right side 100-th tab, it moves to the far side on the right and "switching" to 1-st tab visible so if i want to go back to 99-th open tab i have all the time to do scrolling horizontal tab to it and again if i close something there it moves to the far end at the left side.
On older version this bar did not change it place after closing tab.
