I am using Opera 26.0.1656.24 and Adobe Flash Player 15 on Windows 7 64 bit. I am unable to watch YouTube videos where it says "can't load plugin".
I found a work around for this by switching to HTML5 player. To do this in your opera browser window, navigate to
https://www.youtube.com/html5
While on the page, click "Request the HTML5 Player" button and then you can navigate to youtube and watch videos.
