Thx alot simcard. It solved this problem. I was using FVD Video Downloader and after disableing "random downloads" stops.

same problem. still downloading something, average speed is 100 - 500 kB/s.
Opera 23.0.1522.60 Stable.

Looks like it didn't do it in Opera Next 24.0.1558.25
