Description:
Sync of password doesn't seem to work.
I installed opera into a below new device.

Version of Android: 9.0
Phone model and manufacturer: CPH1983, OPPO
Your version of Opera for Android: 60.0.3004.55063

I reset passphrase with encrypted data since sign-in failed because of passphrase. Then sign-in of both old devices (Windows/Android) success and opera://sync-internals information of both devises is same.
However sign-in of a new devise also successes, only sync of password seems to be failed. In opera://sync-internals, both total/live entries of passwords in type info are null.
Moreover, password manager doesn't seem to work. When filling out form in arbitrary websites, confirmation of password saving doesn't occur.

*Sync and backup
Sync and backup: Enabled
Passwords: Checked
Encryption: Use a passphrase
*Passwords
Save passwords: Ask every time
Automatic sign-in: Checked

After a period of time, it seems to be successfully synchronized. Solved.
