The failure of Ctrl+Enter (for .com auto-fill) and Alt/Shift+Enter (for opening in new tabs/windows) is a known, active bug in recent versions of Opera that is widely reported by the user community. There is no user-setting fix; the only real solution is to ensure your browser is running the latest possible update (as a fix is likely being tested or rolled out) and use the Ctrl+Click/Enter method as a temporary workaround for opening a link in a new tab.
