yep it was the Angle flag, it was defaulting to "undefined"
Setting it to OpenGL appears to have fixed it. If I dont post more then is fixed for certain.

In opera it appears that it started getting green line above videos on certain video resolutions such as 480p, 240p or 144p. Not all videos are affected, just some. Video that has it https://youtu.be/yU4CFhtS95Q
I have tested in and the same problem didn't appear in Maxthon Browser and Discord embed, other browser weren't tested, but it appears safe to assume that is browser related.
