Win 8.1

Opera quit launching. When I tried to install it, got error message "Opera failed to install. An error occurred while attempting to install Opera". Well, I went to the Control Panel to Remove it. It would not remove. So I cannot remove the program and I cannot install/update the program.

Any help would be appreciated.
