"--presto-small-prefs-dir=ROAMING_PROFILE_DIR" are commandline-options.
Take a look at the directory where you installed your opera and use launcher.exe 
You can find the directory with "opera:about" (in OPERA 20) under Paths -> Install.

Du kannst, soviel ich weiss (siehe Link), auch Chrome Erweiterungen (Extensions) unter Opera 15+ installieren.
Aber ich benutz kaum den neuen Opera, da nutze ich lieber "gleich" Chrome
