Goto settings -> apps in Windows, select any Microsoft Visual C++ Redistributable installs you see, choose to modify the installs and click "repair".
If that alone doesn't work, you might have to uninstall them, download them again from https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist and reinstall them. You might be missing one that Opera needs where you will have to download and install it. You might need both x86 and x64 versions depending on your apps.
If that doesn't do the trick, you can check and fix your system files.
I have 2008, 2010, 2013, and 2015-2019 packages for both x86 and x64. (I have Visual Studio installed though, so I might have more than needed for Opera. I assume the 2015-2019 package is what you need to repair or install for Opera.)
