I've found the source of a problem. It's Opera's power saving mode. I've configured it to be turned on all the time. Turning it off fixes the problem.

Note: the playback is absolutely fine in MS Edge and Opera GX

I am experiancing a low framerate while playing any youtube video in Opera.
It's like one or two frames are missing at a time.

I am using Opera 64.0.3417.92 (64 bits) on a 64 bit Windows 10 on a laptop with hybrid graphics: nvidia geforce mx 130/intel uhd graphics 620.
