Currently, on v99.0.4788.13, the issue still persists for me no matter the flag settings mentioned above or any workspaces.
Although I did notice if you right-click on the tab and select the "Mute tab" option then that works but clicking the sound icon itself on the same tab does nothing, just wanted to mention it here in case it helps.

Updated to v98.0.4759.39 from today's update and can confirm the issue is still happening.
Also can reproduce what @pow1 mentioned, when the tab is pinned, the tab muting works but not when the same tab is unpinned.
