Download Opera browser with:
New PC with Win 11.
Very slow to scroll pages after starting Opera (or Edge).
But, if I hit Shift/Esc to open Task Manager, then select and end the GPU Process - it fixes the issue - usually instantly.
Don't want to use this workaround for ever.
Please help with a permanent fix.
