It's not on taskbar and "I" don't seem to have success in setting either. Am I missing something?

I don't have the know how, from viewing some of the posts. I just know it slows down the very few golf videos. So, I thought, Delete this and go for maybe a pay for VPN. Anybody have a recommendation? I could not find a delete or un install anywhere.
