A web filter can be hardware or software, in home systems it is typically a program or portion of a security software package that can screen an incoming Web page to determine whether some or all of it should not be displayed to the user due to certain security rules. The filter checks the origin or content of a Web page against a set of rules. Many anti-virus solutions or security software packages include some form of web filtering.

I was experiencing the same problem. In my case it turned out to be my web filter was blocking certain content from opera.com and opera-mini.net. Adding a rule to my web filter to allow content from both domains allowed proper display of the add-ons page.
