Open the Opera options page (Alt+P is one shortcut) and the third heading has the bookmarks importer in it.

Thanks guys for the speedy response. That did it. On one hand, it's too bad we have to jump through these hoops. On the other hand, it's nice that we have the hoops to jump through.
