A month or two ago the OS went from windows 10 to 11, but the password manager didn't misbehave until this week. This filename
C:\Users\paul\AppData\Roaming\Opera Software\Opera Stable\Default
has not changed.
I don't know how to keep track of the attributes of USER. The most recent previous version of the file C:\users\paul is four months ago, if that tells you anything.

@dulcian The two files I refer to are Login_data and Local_state. They're not empty. Together they are said to provide access to passwords for websites I've visited and saved.

Happened to me, too. About the same time I "got" Opera One without consciously asking. I can still see the Login_Data file and the Login_State files and they're not empty. But Opera One doesn't react when I log into a site that is referred to in Login_Data.
