I can't tell from here. Either it is installed somewhere that you don't have access rights to, or some anti-malware program is blocking it. Can you add a new bookmark (and have it still there after a restart)?

When you say disappear do you mean the entries are gone or the speed dial itself is completely disabled? If the latter, go to your speed dial page, click the gear in the upper right of the screen (but below the address bar) and enable it again.
