Speed dials locked?

It seems one of the updates this past year to Opera on Android has done something to my Speed dial page. I know one of the updates "lost" my offline pages, but that wasn't a big deal because I had them also in Other Speed dials that I got when I set up Opera on my new tablet.
Now I can't drag any Speed dial to drop on one of my existing groups or create a new one even though I used to be able to do that. It's like there's a flag turned on to lock that capability.
