X to close tab doesn't show up until I move the cursor

so, here is my problem: i'm used to open a bunch of tabs at once, then sift thru them quickly by placing my cursor on the little X of the tab and clicking to delete the tab, and i wouldn't need to move my hand to click and delete the next tab that would slide under my cursor, the next X being there and ready for me to click it

now, however, when i click the X to delete a tab, the next tab would slide under my cursor as usual, but their X will not appear until i move my cursor away, this is such an annoyance, why did this simple behavior had to change? and is there a setting i can toggle to have the X of the tabs automatically show up like before?

edit: actually, i just noticed the X now often don't even show up when i regularly move my cursor to the tab, i have to sometime wiggle my cursor around to make it show up, wtf is that? it used to be so responsive, but now it is so reluctant to let me close tabs normally, i hate it

in fact, the X to close tab should always be there, it shouldn't have to "appear" to be able to click, it should be there, visible, on every tab!
