Can't download Opera for iOS 6

Since version 10 was introduced for iOS, I can't seem to download Opera Mini to my iPhone 3GS. I know it only supports iOS 7 and above but I am not even able to download the latest compatible version for my phone.
Can anyone explain this? It is also of note that I had previously downloaded Opera for my iPhone 4S which does have iOS 7 installed and works just fine, but I can't download it to my 3GS. With any other app I would be able to do this.
