How to clear cache without opening the browser

I've managed to make my browser crash by opening dev tools and refreshing the page.
Now whenever I try to open Opera the application briefly opens then closes again almost instantly. It does this about 3 times and then just gives up.I was hoping clearing the cache would resolve this issue as the browser wouldn't try to open all my previous tabs, including the seemingly broken one.
I have tried uninstalling and re-installing numerous times with no success.
Anyone know where the cache files are stored? Hint it's not in the usual caches folder.
