Addons page give a HTTP ERROR 403 message

This is the problem I have with installing adons.
Access to addons.opera.com was denied
You don't have authorisation to view this page.HTTP ERROR 403
Now I have to use a VPN to access this as I work in China. Why is China banned to install or access addons?
Don't say it is not banned as I have experienced this for a long time.I can access this with the VPN
