[Opera GX]Allow disabling specific core usage on CPU limiter

Currently, CPU Limiter disables core usage but it uses a last to first approach, disabling core 19-18-17-etc...
I want to prevent Opera GX from using Cores 0-1 as they are very important Games Cores and I'm trying to prevent as much single-core bottleneck as possible on my i7-12700k (I noticed hitting 100% Core 0 usage at times).

Now the reason why I need to make this post is that Opera GX has the silly mechanism of undoing our Affinity change, even with CPU Limiter off.

Let us set our own CPU affinity please.
