  • i think i can pinpoint the beginning of the problem to version 29.0.1770.1 (for debian), and i think everyone agrees that this qualifies as a bug:

    the effect is reproducable, though i can't tell when and how. it simply appears when i scroll through a page. needless to say that form elements are no longer accessible in that state of the browser's mind.
    at first i thought it could be the result of non-conforming markup in the documents displayed, say a parser issue. but then i found out that when i switch to another tab and then back to the one with the distorted contents, the effect vanishes. it is (at least most of the times) even possible to scroll afterwards without the distortions reappearing.
