Cannot active tab when mouse at top of tab

I have just downloaded Opera for developer and first time use it. But I can't active another tab when leave mouse top of that tab (mouse at top of screen), I have to move down a bit. If I can do that, it helps me have quick manipulation. Little feedback, thanks

Got into Settings, enable advanced settings, then look for "Disable tab bar's top spacing when browser window is maximized". Enable that. Done.
