Cannot see all my passwords in password manager

So recently I ve changed my laptop, and logged in in Opera browser with my account. I synchronized everything, but when I open password manager in the browser locally I do not have some of my passwords (There are only 12 passwords).
When I open Opera Sync I can see that I have 31 passwords saved on my acc.
Of course they are encrypted -.-
Where are my passwords? How can I get them?
