"Windows is unable to access the specified device, path, or file." message

I had crash on my computer and when I started it back up I went to open Opera but was met with a system message of
"Windows is unable to access the specified device, path, or file. You may not have the appropriate permissions to access the item."
I'm on Windows 10 and I haven't been able to fix it by reinstalling
Any help for this is appreciated -

Your Opera profile data might be corrupted now. You can rename the "Opera Stable" folders in both "C:\Users\yourusername\AppData\Roaming\Opera Software" and "C:\Users\yourusername\Appdata\Local\Opera Software" to "Opera Stable old" to start with fresh data to see if Opera runs fine then.

Thank you, its working just fine now just had to reinstall while logged in as admin

Where do you have Opera installed though? If you only have it installed for the current use where it's installed to "C:\Users\yourusername\AppData\Local\Programs\Opera", you shouldn't have to install as admin. Having to do so says that there's something wrong with folder permissions.
Same thing applies to "C:\Users\yourusername\AppData\Roaming\Opera Software\Opera Stable" and "C:\Users\yourusername\AppData\Local\Opera Software\Opera Stable". If you have to run Opera as admin for it to be able to read and write to those files (not saying you said that, just an FYI), that means there's something wrong with file/folder permissions.
