Cannot Uninstall & Reinstall

Opera GX is quite literally stuck to my computer. It's also buggy, I can't skip ads on YouTube because the button just doesn't appear, some ads don't have any sound, everything just seems to be broken. Additionally, I have two Opera GX downloads because I tried to uninstall and reinstall it, but the first download will not remove itself from my PC, and the other keeps telling me that the uninstallation failed. I could use some serious help.
