I downloaded it before no problem heck I even downloaded more larger files in just a few minutes. But the opera gx setup takes a long time to download I don't know what is the problem since I fllowed every guidelines I could find on this issue.

Server could have just been overloaded at the time. Not sure.
For future reference, if a download is slow, you can cancel it and try one of these directly to download the offline package:
