[Suggestion] Add Lock to Video Popout

Hello Opera GX Staff and Users!
I think it'll be great to add a lock to the video popout feature.
Lock suggestion explained:
Be able to click on things underneath it without effecting the pop out player that's in the same spot. Maybe add a small button or toggle that shows when you hover your mouse over the pop out player that you can use to turn the lock on and off quickly.
