Using 10x as much ram as limiter claims

For the last few months Opera has been completely bricking my computer, it is using 25-40% of my 8gb available ram but the limiter claims to only be using 3%. How do I fix this?
Also I would attach screenshots of task manager and the ram limiter but it literally wont let me so.....
