Hello
I've finally (accidentally) identified the problem. Following up to you all so you can help if any other people come across it too .This was a corrupted DLL in my system32: msmpeg2vdec.dll
MPEG2 video decoder. Weird.
Anways : I've installed a game, hotwheels unleashed 2 and it tried to load the splash screen videos and windows kept spaming me with error message concerning msmpeg2vdec.dll "'not being a valid windows dll and couldn't be loaded" . It clicked! Must be it!
Downloaded the dll from DLL-files.com, had to fiddle a bit to obtain administrator rights for the whole of system32 folder and replaced the dll (you can find plenty of How To videos on how to do that, it's not hard) .
Instantly fixed : all videos play in opera without any issue. Youtube shorts don't make my computer lag anymore. Everything is back in perfect working order!
Don't ask me how it happened , why a MPEG2 dll would cause that much issues etc, no idea.
