Whoever came up with it should go to hell! So many tabs wasted because of it, and disabling it doesn't work (and just for one tab?! What an annoying troll!)

Make sure the battery saver is off at the URL opera://settings/batterySaver.

Make sure you're not using any of the limiters in the GX Control sidebar panel.

Make sure "Snooze inactive tabs to save memory" is off at the URL opera://settings/userInterface.

Disable the flag at the URL opera://flags/#calculate-native-win-occlusion.

Install https://chromewebstore.google.com/detail/disable-automatic-tab-dis/dnhngfnfolbmhgealdpolmhimnoliiok.

Then you should be good to go.
