Reload webpages after shut down/restart

There used to be a feature where, after shutting down and/or restarting, webpages would automatically reload. I've checked the settings but haven't found any information about this feature. One day the feature was here and next day It was gone. I'm interested in understanding how I can enable this again.

Yes, I have reviewed the Startup settings, I did I not see anything about this feature.
