Auto smoothness, 60 fps video

A lot of videos are published at low framerates.
In addition to the function of improving video quality, I propose to add the function of auto smoothness of 60 fps in video with a low frame rate.
The user will choose whether or not to enable smoothness for a particular video, as well as with the quality enhancement function. Thank you.
