Youtube audio turns down. Refresing the page in chrome fixes it.

I have the strangest issue. It happens on a completely new install of opera gx. With and without adblock. Starting a youtube video is fine but after 3-5 seconds or so its like the sound is turned down, at least halved. Making me have to turn up the volume on the pc to be able to hear anything. Since I was using chome before downloading opera gx on this machine I opened chrome up and to my surprise the sound coming from the gx browser turned up to normal as soon as I loaded the youtube page in chrome. This only happens when I refresh the page in chrome. If I make a new tab while the video is playing and refresh youtube in that tab this does not fix the issue. The sound level on the computer and in the youtube player remains unchanged. I have no idea what could possibly be causing this.
