Built in VPN blocked by network admin

Our institution's network admin blocks certain websites and website categories. As such, we use VPNs to bypass these measures. Opera GX built in VPN however, is unable to activate presumably due to being blocked as well.

The VPN only works when using a third party system-wide VPN like 1.1.1.1. Could this feature be improved to make it actually work without using another VPN?
