Video streaming issues

Anyone else run into issues streaming youtube videos?

I am on the most recent version of Opera and have issues when using youtube.

My internet is fast enough to support 1080p streaming and I continually am encountering issues with the video chopping the video and downgrading to 360p the video doesnt actually pause as the audio continues but the frame rate drops to like 4fps it seems almost but only on the video section.

I can manually set it to 1080p but the chopping on occasion during videos is unusual and not enjoyable.

I swap to chrome or edge and it works perfectly fine as far as quality and no issues with chopping and stuttering.

Pc has a 3070 and ryzen 7 5800x with 32gb of ram

any input is appreciated.
