Allow to set up different start up options for each workspace

I spent some time setting up multiple workspaces for different work environments, chose settings / use set tabs (although the other workspaces were not visible) only to find that work was wasted. What is the point of multiple workspaces when you can't define each one to open as set of specific default tabs?
