valorant slows down

when opera GX is open with tabs or without i get micro freezes and significant low FPS
it happens with other games too but mostly valorant.
I have I9-10900K, RTX 3090 and 48GB ram and still getting this issue.
I tried cleaning everything with GX cleaner even passwords and saved info.
can someone help me with that?
