Flash Player has to be installed with each computer start up.

I have to install Flash Player every time I start my laptop. I have installed everything Windows and Adobe suggest. Flash Player shows up on the Opera 'Developer Tools, Plug in's', But then vanishes the next time I fire up.
Is this still a problem with Adobe, or is it an Opera problem?
