Ram Limiter closing active tab

The Ram Limiter feature is awesome, but I'm experiencing a terrible issue.
Even with 4gb allocated, Opera is closing even the active tab if the Ram reaches the limit set, which makes no sense at all.
I know that I use a lot of tabs while browsing, but the expected behaviour should be closing inactive tabs instead the main one.
I also noticed that looks like it is mandatory to flip both switchs under Ram Limiter to make it works, is that right?
is anyone experiencing the same bug?
Am I doing it right? Is it really necessary to enable Ram Limiter and also Hardware Limiter?
If I do not enable hardware limit there is no issue, but I bet that I will use more Ram than the value limited on the bar (4GB for example).
