Add an option to center the Speed Dial

Since the new Opera UI strives for a clean and modern looks, in which many elements are centered instead of always leaning to the left (like Windows 11/MacOS/Ubuntu 22 taskbar and Opera's own new sidebar tools positioning), it would be very fitting to add an option to center the elements of the Speed Dial, so it won't look out of style when there are too few elements to fill every column.
