Make it possible to query Jira issues created by other people, so we don't open duplicate issues

This isn't even suggestion for the forum, but for the issue tracker:

I tried removing filters and it still only shows me issues opened by me. It should be possible to show all issues opened by everyone.

Screenshot in the suggestion issue below. Posting images in this forum is a nightmare sometimes
