What is your Opera (version)?
And what is happening to it? -

In Opera 25:
Alt P for Preferences
Browser
On Startup
(*) Open a specific page
Click set pages
Enter about:blank
OKIn Opera 12:
Alt P
General
Startup
Select Start with Home Page
Enter about:blank as the Home page

If you're using Opera Blink (25):
Press Alt+P >> On startup (first section) >> check ''Open specific page or set of pages'' >> click on ''Set pages'' >> type ''about:blank'' (without quotes) >> click ''Ok''.

Sure there is. Use an extension like Custom Home Page.
