How to control tab movement

Windows 11 Pro 22H2I'm having a lot of trouble controlling my tabs. They sometimes move to unpredictable locations either in my tab bar or sometimes opening a new window. Also, new islands can apparently be created by moving a tab near another one. There seems to be no rhyme or reason.
Is there a way to lock my tabs in place? It is tiresome to constantly have to hunt for a tab.

Same under linux, even with the setting "Cycle tabs in most recently used order" deactivated.
Some tab I am currently reading, or I just close one from the island make the tab move to the far left.
However I like to have my most consulted Tabs on the same place (less time loss to find them).

@daltex I have grown to like Opera. The different workspaces, the communication tabs bar and a few other. This new platform with constantly moving tabs is too much.
